County administrator: jail construction reaches concrete-pour milestone; topping ceremony tentatively Nov. 5

The County Administrator updated the Board on progress at the sheriff’s office and jail construction site, saying crews will begin pouring concrete for the decking next week and that steel erection is in Sequence 4 of 6.

The administrator said there are two pours scheduled for next week and that the schedule has recovered approximately six of the 10 days lost earlier this year after the discovery of an on-site gas well. The administrator said the last contract the board will see is for FF&E (furniture, fixtures and equipment), which was removed from the Gilbane contract so the county can procure it separately; the administrator said the FF&E procurement currently appears to be under budget.

The county is discussing a piggyback contract with the city of Painesville’s electrical firm to study relocating or burying power lines that run in front of the new jail; a feasibility contract from the city is expected within about two weeks. The administrator said that, if feasible, relocation or undergrounding of lines would occur near the end of the project.

A tentative steel topping ceremony is scheduled for Nov. 5 at the B&G shop. The administrator also described plans for a small time capsule and a display in the main lobby noting the sheriff’s office history; a commissioner asked whether murals inside the building will feature the sheriff, and the administrator confirmed a historical display related to the sheriff’s tenure is planned.

The administrator reiterated the project remains on track for a spring 2027 opening window.
