DuPage County Board approves consent agenda, proclamations, and multiple contract awards; summary of key votes

At its Oct. 14 meeting, the DuPage County Board approved the consent agenda and a series of committee recommendations and contract awards spanning finance, development, human services, information technology, transportation, stormwater and public safety. Several items were approved by roll call with brief committee-level discussion; the meeting included separate ceremonial proclamations and recognitions.
Proclamations and recognition - The board proclaimed October 2025 as National Breast Cancer Awareness Month in DuPage County and recognized the American Cancer Society’s local programs, including the Making Strides Against Breast Cancer walk (Cantini Park, Oct. 5); ACS representatives reported participation and fundraising totals and described local services and transportation assistance. - The board also proclaimed October 2025 as Domestic Violence Awareness Month and recognized Family Shelter Service of Metropolitan Family Services DuPage for court advocacy, shelter and hotline services; staff described FY25 service counts (more than 1,300 individuals served; 1,729 orders of protection assisted; 6,089 police-reported incidents followed up) and local volunteer and training activity.
Consent agenda and committee approvals (selected highlights) - CBR 74-25: Resolution approving member initiative program agreements — approved by roll call. - Multiple finance items accepted including grants and appropriations for senior services, weatherization and power/energy assistance (amounts described in packet; see committee materials). - Development committee: Contract to Safe Built, Illinois for building and plumbing plan reviews and inspections (DCP 2-25; contract not to exceed $75,000) — approved by roll call. - Zoning items: Several zoning variations and conditional uses were considered; one variation for a chicken coop reduction failed (motion failed: 16 no, 2 absent); other zoning requests (e.g., restaurant conditional use) were approved subject to recorded votes and noted abstentions. - Information technology: Multiple procurement approvals including annual maintenance for Tyler Technologies, gov delivery subscription (Granicus), training vouchers and hardware purchases — approved by roll call. - Public safety and sheriff’s office: Purchases and service agreements for equipment and vehicle upfitting were approved, including a Waters Radiant ASAP System and vehicle purchases for the Sheriff’s Office. - Stormwater: Committee approved amendments to construction contracts for Saint Joseph Creek condominium drainage improvement projects and acceptance of IEPA nonpoint source program time extensions.
Votes and tabling - A motion to table the short-term rental text amendment was made early in floor discussion but was subsequently withdrawn by the mover; the full board ultimately approved the text amendment after further debate (see separate article). - One zoning variation (rear/side yard setbacks for a chicken coop) was denied by a recorded vote (motion failed with 16 no, 2 absent).
The board moved into executive session at the end of the public meeting to discuss semiannual review of minutes, purchase/lease of property and litigation.
