Councilmember Clauser then nominated Emmanuel Guerrero, a Pasadena councilmember; the motion to nominate Guerrero passed on a subsequent roll call vote, 5–2. The council therefore authorized the mayor to cast the city’s Region 14 vote for Emmanuel Guerrero.
