Staff noted the site is in the Neuse River Basin, is not in a flood-hazard area, and is part of the county’s voluntary agricultural district. County water will be available to the project while lots will use private septic systems. Staff said NCDOT asked for changes to an existing curve and for a three-way intersection with a stop sign at the new access to address sight-line and safety concerns.
