The Jacksonville Rules Committee unanimously approved two committee appointments on Oct. 20, 2025.

Robin Smith, who said he previously served as a city engineer from 2019 to 2024 and lives at 5403 Floral Avenue, was nominated to a board referenced in the packet (item 20250743). Council members voiced broad support for Smith’s technical background; several council members asked to be added as cosponsors. The committee recorded a 7-0 vote to approve 20250743.

Duan Tozolo, who introduced himself as the founding principal and executive director of University Science Academy charter schools and who asked to be called “Doctor T,” spoke in support of his nomination to the PSC council (item 20250750). He said his nonprofit charter network serves roughly 5,000 students and that he has previous experience with council processes. Committee members praised his school leadership and experience. The committee recorded a 7-0 vote to approve 20250750.

The chair noted that each appointee would be recognized at the next full council meeting if available.
