City transportation staff recommended adding two speed tables on Hendon Road to address resident complaints about cut-through traffic and speeding, and told the council they will return with a budget amendment to pay for installation.
Traffic engineer and neighborhood liaison staff summarized outreach with Vista Ridge residents and a traffic-calming committee. Staff said they performed a speed study that met the thresholds in the city policy to warrant a speed table. Calco Engineering identified two appropriate locations; staff said residents and the HOA (which is not yet formally turned over to residents) support the recommendation.
Assistant staff member Nicole Thigpen (presenting) told council that, per the council policy manual, traffic calming devices are not budgeted automatically and require a council allocation. "If you are amenable to it, we would request to put an item on the next council agenda to allocate $17,289 from council contingency to cover the installation of 2 speed tables and the required signage," Thigpen said.
Council members asked technical questions about the device dimensions and emergency-response impacts. Staff said the recommended devices are speed tables (roughly 8 feet of flat top with tapered approaches) rather than abrupt speed bumps and that the police and fire departments have reviewed the plan. The stop sign at Meadow was mentioned as an additional recent measure.
No final appropriation vote occurred at the work session. Staff said they will return with a formal budget amendment on the next council meeting agenda to request the $17,289 appropriation from council contingency for installation and signage.
