The Municipal Services Committee on Oct. 20 approved four action items by 5-0 votes: a third revision to the State Municipal Agreement (SMA) for Law Street design and construction; a long-term temporary occupancy permit for 318 West College Avenue; a contract amendment for Thrivent complete-streets plan review and design support with Alta Planning + Design; and a relocation order to acquire right-of-way at the southeast corner of Richmond Street and Ridgeview Lane to install traffic signals.

Deputy Director Neuberger reviewed the SMA revision for Law Street (College Avenue to Wisconsin Avenue), walking the committee through changes since the original agreement. She said, “The original SMA total project cost was identified as $4,270,000 with 2,800,000.0 from the state and 1,480,000.00 from the city.” She described two intervening revisions that reduced the city share: an $85,000 reduction in the first revision and a later change that lowered the city share to $858,164, a net drop of $531,555. Neuberger said the third revision before the committee adds sidewalk improvements at a railroad crossing that are non-compensable under federal caps, and that “that additional $25,250 then would fall on the local agency. And that is reflected in SMA revision number 3, which is before the committee.” The committee voted 5-0 to approve the SMA revision.

On a long-term temporary occupancy permit for 318 West College Avenue, staff told the committee the first 35 days of occupancy had been approved administratively and the committee was being asked to approve the full duration through the permit’s end date. The meeting materials listed the permit through 11/09/2025; staff stated to the committee that the approval would cover the full range through 11/19/2025. The committee voted 5-0 to approve the permit.

The committee approved contract amendment number 2 for Thrivent complete-streets plan review and design support with Alta Planning + Design, increasing the contract by $9,990 for a new not-to-exceed total of $55,090. Staff said the work is part of Thrivent Phase 1 and integrates enhanced pedestrian and bicycle design elements to dovetail with a private developer’s plans, with Alta doing more hands-on review upfront to reduce iterative redesign. Alder Hartzheim asked whether the amendment would be reimbursed from Thrivent funds; staff replied, “Yes. That's correct.” The committee approved the amendment 5-0.

The final action approved a relocation order to acquire additional right-of-way at the southeast corner of Richmond Street and Ridgeview Lane to allow construction of a traffic signal. Staff said the timing is being driven by planned interchange work on I-41 and that the city is taking advantage of the project window to make signal improvements. Director Youngworth told the committee the work is funded through an SISP ("signals and standalone improvements") grant with a 90/10 cost share and is being carried out in partnership with the Town of Grand Chute. The committee approved the relocation order 5-0.
