Deputy City Clerk Demetra Brown opened the hearing and read the application into the record. Information Clerk 2 Ama Speed assisted. For the record, Brown said, “The time is now 04:42, and I deem this public hearing closed.”
The application lists the establishment address as 438 North Pearl Street, Albany, New York 12207, and names the applicant/owner variously as Lance Bridal and Lance Ryder. The application also lists Peter Hitchcock as an authorized agent. The clerks noted a discrepancy in the applicant name and that the property-owner mailing notifications were sent Aug. 28 to owners within 100 feet.
Application details entered into the record state the premises measure 50 feet by 22 feet on the first floor and the same on the second floor; the applicant estimated up to 150 attendees. The application requests a year-long permit allowing alcohol service and entertainment by jukebox. Proposed hours of operation and entertainment are Monday through Sunday, 3 p.m. to 2 a.m. The applicant listed security staffing as one person Monday–Wednesday, three on Thursday, and four on Friday–Sunday. The application states the building does not have soundproofing and that there are no additional rooms to be used independently.
Clerks said approval of the application is contingent on agreement from multiple city offices and officials; the transcript lists the police department, law department, planning department, building and regulatory compliance, the fire department, and Common Council member Kelly Kimbrough. The clerks also said an occupancy certificate is required; they will email the applicant for that documentation and will provide the premise-history report to committee members for review and final determination.
No vote or final decision on the license was recorded at the hearing. The clerk's office said it will contact the applicant to request outstanding documentation and to clarify the applicant name discrepancy. The application remains pending departmental review.
