Planning board approves amended development plan and tall-building design review for 705 Broadway

The Albany City Planning Board on Oct. 7 approved an amendment to the development plan for 705 Broadway and granted design review approval for the project’s tall building elements, clearing an amended scheme that reduces water generation and increases green space compared with earlier proposals.
Daniel Hershberg, representing the applicant Hershberg LLC, described the revised site plan that retains a nine-story office building facing Broadway and a four-story residential building with a fitness center, rooftop patio and roughly 4,000 square feet of retail. Hershberg said the amendment reduces water generation by about 18,000 gallons compared with a previous iteration and provides additional on-site recreational space including rooftop amenities and plazas.
Staff reported the proposal is consistent with the mixed East Downtown zoning district, exceeds requirements for recreational space by counting rooftop and fitness-center amenities, and meets form- and design-related criteria for the tall-building review. The project was referred to the Albany County Planning Board; staff said the earlier negative declaration and environmental review remain applicable and that a supplemental SEQR review was not warranted.
The board voted to approve the amendment to the previously approved development plan review and the design review of tall buildings after a motion was moved and seconded. There were no recorded objections and the motion carried.
