Staff reported a window-trial replacement project line of $80,000 (to cover a trial for the Assessor's office) and said a later report from Kurt indicated the remainder owed on a larger "window and lentil flashing, shelf angle flashing, and masonry control joint replacement project" is $732,440, leaving about $277,000 unspent from last year's budgeted $1.078 million if the $732,440 figure holds.
Committee members discussed a planned 2-to-4 pipe conversion project budgeted at $950,000, a treasurer's office and downtown courtroom remodel at $300,000, a supervisor of assessments remodel at $165,000 and highway equipment of $540,000 (noting highway will reimburse or return funds for equipment purchases). Staff also reported an incoming TIF administrative fee distribution of $27,005.30 (the $10-per-parcel fee) that will be transferred to the general fund to cover payroll for departments working on TIF projects.
Committee members asked clarifying questions about whether the window pilot would lead to broader replacement and whether sufficient TIF surplus existed to cover work; staff said the trial is behind schedule and the brick work completed elsewhere has reduced some leaks, so the committee had shifted priority to piping conversions before undertaking full window replacement.
Why it matters: TIF capital projects affect downtown building maintenance, county facilities and budgets. Transferring TIF admin fee revenue to pay associated payroll ensures that staff time spent on managing TIF projects is funded.
