The Spring Hill City Planning Commission voted unanimously to approve a conditional use permit (CU-25-1) to allow a 5,500-square-foot building addition at Spring Hill Elementary School, located at 300 South Webster.
Planning staff opened the public hearing and described the application as an amendment to an original CUP approved in February 2011. "This is a conditional use permit for the Spring Hill Elementary School located at 300 South Webster, with the site plan attached," the staff member said, adding that the addition "is gonna house some classrooms and some office space" and that no additional parking or traffic changes were expected. Mark Williams, executive director of operations for the Spring Hill School District, told the commission the expansion is part of a voter-approved bond to address capacity needs. "This is part of our bond that passed for us to help with capacity issues at Spring Hill Elementary," Williams said, and described the new space as four general-size classrooms of about 900 square feet each, two smaller classrooms and several offices.
Commissioners asked whether previous concerns — such as emergency exits and site circulation — had been addressed. The staff member said the site plan had been reviewed thoroughly by the planning commission during prior review and that those issues were resolved. The commission then closed the public hearing and approved the amended CUP and site plan by a 5-0 vote.
The staff report that accompanied the application said the proposal meets the intent of the original CUP and recommended approval subject to the conditions listed in that report. No speaker in the hearing identified any outstanding concerns about parking, traffic circulation, or required public improvements. The application does not propose additional parking, and staff found no anticipated impact to traffic flow.
The approval allows the school district to proceed with design and building permits consistent with the approved site plan and the conditions in the staff report. The commission did not attach any additional conditions beyond those in the staff packet and did not identify any further studies or referrals required at this stage.
The amendment to the CUP implements part of the district's bond-funded capacity work; the exact construction timeline and building permit schedule were not specified during the hearing.
