Committee recommends changes to public-parking ordinance, adds two 15-minute loading zones

At its Oct. 6, 2025 meeting, the Carmel Common Council Finance, Utilities and Rules Committee voted to recommend amendments to Ordinance D-2781-25, the city’s ordinance regulating use of public parking spaces, to add short-term loading/unloading zones in downtown areas where delivery vehicles have obstructed driveways.
Councilor Taylor Worrell, one of the ordinance sponsors, and other members discussed specific locations brought to staff’s attention. Councilors and staff described ongoing work on a comprehensive parking study; the city engineer had provided recommended language for two targeted, immediate changes the committee could add to the ordinance while the broader study remains pending.
City engineer Mr. Pease (identified in the record as the city engineer) and committee members supported adding two 15-minute loading/unloading spaces at the east end of Second Street Southwest where it meets Monon Boulevard, and a 15-minute loading/unloading space on Third Street Southwest on the south side of the rail yard to serve nearby businesses including Social Cantina and a bank. Councilor Royal moved to amend the ordinance to add the loading-zone language described in an email to staff; the committee agreed to fold that language into an amended "version A" to be presented to the full council that evening.
Committee members said the temporary loading zones are intended to address delivery trucks blocking driveways when on-street parking is full. Jared and other staff were directed to draft the ordinance language in compliance with engineering and city-code standards before the council meeting.
Procedural outcome: the committee voted to approve the amendment adding the loading/unloading zones and to send Ordinance D-2781-25 to the full Common Council with a positive recommendation. The vote was recorded by the chair as carrying unanimously, and staff were instructed to prepare the amended version for council consideration the same day.
