The issue arose when Board Member Scar asked for explanations of multiple line items on the invoice register, including payments to postsecondary institutions listed as scholarship disbursements, a payment to a youth-enrichment vendor identified as Constantine Vashemian, and an entry to the Hazelden Betty Ford Foundation for a program described as “building assets, reducing risk.” Board Member Scar said the register would be easier to use if staff added a legend explaining letters that appear in the margin and a short description for each line item.
District staff responded that they could produce a version with additional descriptions but said a more detailed report could become substantially larger; they suggested producing a sample report and running it by the executive finance committee before presenting a permanent change to the board. Staff also told board members that members of the public can call the district office with simple questions about specific line items.
Board Member Thompson moved to pull the check registry from the consent agenda for discussion and then moved to approve the register after the discussion; Board Member Streiff Oji seconded the motion to approve the invoices. The clerk conducted a roll-call vote; all members present voted aye and the motion passed.
The board directed staff to prepare a sample version of the register with a legend and additional classifications for the board and to bring that sample back for review. No board action was taken to require a specific format; staff said any permanent change would come as a board recommendation or an item for a future agenda.
Why it matters: the register is a regular public record used by board members and community members to understand district spending. Board discussion focused on balancing transparency and usability with the time and space it would take to expand the monthly report.
