Joe Stitch, a public speaker at the Volusia County Charter Review Commission listening session in New Smyrna Beach, urged the commission to follow Robert’s Rules of Order and raised concerns about repetitive committee appointments and staff influence in nominations.
Stitch said he feared ‘‘the staff…have agendas’’ and criticized what he described as repeated appointments of the same people to advisory bodies. He also said the public form for submitting suggestions lacks clear instructions, which he said led to many applicants not being considered in a prior review cycle.
Commission members responded that there is a clearinghouse email address for public submissions. A staff member (identified in the session only as John) said submissions received will be placed in the public record and included with future agendas; the commission said it will try to publicize that email on the website and via social media.
The commission recessed briefly to allow late arrivals and then returned. Will Roberts, the tax collector in attendance, was acknowledged but did not present remarks. After confirming there were no further speakers, the meeting concluded on a motion to adjourn. A member moved to adjourn, another member seconded, and the measure was adopted by voice vote.
No formal policy decisions were taken; the session functioned as an informational listening event and public comment opportunity.
