The Goodyear Planning and Zoning Commission on Sept. 10 voted to recommend city council approve a use permit to allow limited outdoor storage and display for a proposed Tractor Supply Co. on a 6.84-acre site at the northwest corner of West Van Buren Street and North Central Avenue.
Senior planner Justin Gabrielson told the commission the proposal would add a 13,895-square-foot fenced outdoor display area and a trailer-staging area adjacent to a 13,895-square-foot building footprint. The site is currently zoned C-2 (general commercial), and staff said the outdoor display would be screened on all four sides and have access gates on the north and south sides.
Gabrielson said the applicant submitted a traffic study showing the parking lot would require 307 spaces during peak hours and that removing roughly 60 parking spaces for the display would still leave sufficient parking. "Staff is requesting that you recommend approval with stipulations for the use permit for a limited outdoor display and storage for the development of a 13,895 square foot outdoor display and storage area for Tractor Supply Co.," Gabrielson said.
No members of the public spoke at the hearing; one support card was submitted by Jeff Levy, who did not wish to speak. After brief commission discussion, Commissioner Nepomissino moved to recommend approval and Commissioner Booth seconded. The commission voted to recommend approval; staff will forward the recommendation to city council for its Sept. 22 meeting.
The commission record shows the permit would allow outdoor display and trailer staging but requires stipulations and screening; final conditions will be enforced by planning staff and by any stipulations the council adopts if it follows the commission recommendation.
Background and next steps: The public hearing record shows staff performed an alternative citizen review and reported no public opposition prior to the hearing. The council will take the final decision on Sept. 22, 2025. If council approves the permit, site plan and construction reviews will follow under the city's development review process.
