The City of Elgin accepted proposals Sept. 24 for liability, excess liability, workers' compensation and related coverages for the 10/01/2025 to 09/30/2026 policy year after staff and risk consultants negotiated updated terms with carriers.

City staff said market conditions have made excess liability coverage harder to place, requiring multiple carriers for layered protection. Kelly Wasilewski, the city's risk manager, and city staff briefed council members during committee-of-the-whole and the final resolution enumerated premiums and layers.

Proposals accepted (as recorded in the council summary presented at the meeting):
- Travelers Insurance: renewal proposal for liability and crime insurance, annual premium $977,940 (includes $2,000,000 primary liability and the first $3,000,000 of excess liability in the negotiated structure).
- Public Risk Innovation Solutions & Management (PRISM): upper-layer excess liability proposal, annual premium not to exceed $258,850 (council approved an "amount not to exceed").
- HDI Global Specialty: additional excess liability layer, annual premium $156,382.
- Safety National: renewal proposal for excess workers' compensation insurance, annual premium $307,619.
- Alliance Insurance Services: proposal for insurance consultant services, three-year term, total $111,000.

Staff said the overall renewal reflects a substantial increase over last year's premiums; in earlier committee remarks staff noted roughly a 29% increase compared with the prior year and said placing excess layers required comparing multiple quotes across carriers.

Council action: A resolution accepting the proposals and authorizing execution of the insurance agreements was approved by roll call 9-0.

Implications and next steps: Staff said they will finalize carrier agreements consistent with the accepted proposals and noted one excess-layer carrier (PRISM) was approved on a "not to exceed" basis pending final premium confirmation. The council authorized the renewals; departmental budgets and the annual financial plan may reflect these higher premiums in the coming fiscal cycle.
