Neosho County adopts 2026 budget after public comment on fund transfers and carryover

Neosho County commissioners adopted the county’s 2026 budget during a Sept. 17 budget hearing after a public comment period in which a resident raised questions about several interfund transfers and a large projected Jan. 1, 2026 cash balance.

Shirley Estrada of Erie, a public commenter, urged the commission to correct several line items and clarified how recent transfers affect the county’s beginning balances. “So first, I believe there's a few minor tweaks to the budget that may be needed,” Estrada said, pointing to discrepancies between summary and detail pages and noting that an unencumbered cash balance for 12/31/2026 should be shown as zero rather than about $2,000,000 for the special bridge fund.

Estrada said a negative $209,540 entry in a 2025 column represented a payment from the pilot fund to reimburse the general fund for an HVAC payoff and asked that the budget label that entry accordingly so it would be clear. She also said page-level detail did not match summary totals and asked staff to reconcile those lines.
