City planner and project presenter Ms. DeWeese, a planning staff member, told the commission that the conditional use review focuses on safety and public-welfare impacts such as landscaping, buffering, parking, lighting and signage and that any conditions must be narrowly targeted to reduce demonstrable health, safety or welfare impacts. The staff report noted the site is inside the Paris Lane Gateway district and the Legacy Crossing commercial district, and it recommends several conditions tying final approvals to the final site plan and to other required reviews.
