Board adopts district and campus performance objectives and HB3 targets for 2025–26

The Arlington ISD Board of Trustees voted unanimously on Sept. 18 to adopt the district improvement plan performance objectives, campus performance objectives and state-required House Bill 3 goals for the coming year.
District leaders said the board's five district priorities served as the foundation for the plan and that the district adjusted Goal 5 "Resources" to read "Talent and Resources" to place clearer emphasis on staff as an asset. Superintendent Dr. Marcelo Smith and executive staff framed the plan as aligned with board priorities and the district's strategic planning work.
Dr. Casey Collins (presenting district improvement plan content) highlighted that performance objectives include focused literacy, mathematics and science measures, and a new performance objective on artificial intelligence readiness for staff and students. "The strategies are much deeper," Collins said, noting that the plan ties professional learning, coaching and school-level implementation to headline performance targets. The campus plans follow a "2 plus 1" model (reading, math, plus one locally chosen objective such as safety or culture) and are intended to be living documents with academic conferences and mid-year progress checks.
Assistant Superintendent Dr. Natalie Lopez presented HB3-required public goals: increase third-grade reading (STAAR/STAR) meets-level from 40% to 41%; increase third-grade math meets-level from 35% to 36%; and increase graduates' Domain 1 CCMR point acquisition from 92% to 93%.
Trustees asked clarifying questions on measures and baselines; staff agreed to provide baseline net promoter scores and other supporting data in follow-up materials. The board directed district leaders to return with the district's proposed key progress measures — the metrics that will be used to track superintendent and district progress — at an upcoming meeting. The motion to adopt the district and campus performance objectives and HB3 goals passed without opposition.
