New student observer urges UC Health committee to prioritize student access, billing reform and recovery services

Calvin Yang, the student observer selected to advise the University of California Board of Regents Health Services Committee for the 2025–26 academic year, outlined student health priorities and urged systemwide policies to improve access and affordability.
"For many students, the UC system is their first point of healthcare access," Yang said, describing rising rates of anxiety, depression, overdose and barriers to reproductive care. He recommended exploring third-party insurance billing to reduce upfront costs for students, creating systemwide standards and resources for collegiate recovery programs and ensuring affordable, equitable reproductive health services across campuses.
Yang said third-party billing options could reduce out‑of‑pocket expenses for students whose outside insurers are not currently billed directly by some campus health systems. He also asked the committee to consider consistent collegiate recovery programs so that students in recovery have reliable academic and clinical support systemwide.
The student observer position is advisory; Yang’s remarks were a request for priorities and did not trigger committee action during the open session. Regents welcomed Yang and noted they looked forward to working with him during the year ahead.
