Council reappoints two EDC directors and advances staffer to assistant executive director

Fred Welch, executive director of the Copperas Cove Economic Development Corporation, told the council that the EDC’s bylaws call for three-year terms for directors and that two seats expiring Sept. 30 were eligible for reappointment. The city received four applications, including from incumbents David McPhail and Fred Chavez; the CCEDC board and staff recommended reappointing McPhail and Chavez.
Councilman Del Treadway nominated David McPhail and Fred Chavez for three-year terms beginning Oct. 1; Councilwoman Rita Hogan seconded. The council voted in favor and reappointed the two directors.
Welch also explained a bylaws change that allows an assistant executive director to act with signatory authority in the executive director’s absence for continuity of operations. The EDC board acted in July to advance Sean Stevens from senior director of business retention and expansion to assistant executive director. Councilman Treadway moved to appoint Sean Stevens to assistant executive director and Councilwoman Christina Strophos seconded; council voted to approve the advancement.
Why it matters: Welch said the internal change provides continuity for payroll and signatory duties if the executive director is absent. The appointments and the staffing change are administrative actions intended to maintain EDC operations; the EDC board and staff recommended the moves and council approved them.
