Council reappoints two EDC directors and promotes staff to assistant executive director

The City of Copperas Cove City Council on Oct. 6 reappointed two members to the Copperas Cove Economic Development Corporation board and approved a staff promotion within the same agency.
Fred Welch, executive director of the Copperas Cove Economic Development Corporation, told the council the EDC’s bylaws call for three-year director terms and that both David McPhail and Fred Chavez were eligible for reappointment when their terms expired Sept. 30. Councilman Dale Treadway nominated the two for reappointment, and after a second the council approved both nominations by voice vote.
Welch also asked the council to approve advancing Sean Stevens from senior director of business retention and expansion to assistant executive director. Welch said the change, adopted by the EDC board in July, allows an assistant director to act in the executive director’s absence, including limited signatory authority. Councilman Treadway moved to appoint Stevens and Councilwoman Christina Strophas seconded; the council approved the promotion by voice vote.
Welch characterized the promotion as succession planning and said it would provide continuity for payroll and signatory duties if needed. The EDC board and staff recommended the council’s actions at the Oct. 6 meeting.
