Council approves amendment to Hargis Engineers contract for clean-building compliance support

The council approved Amendment Number 4 to the professional services agreement with Hargis Engineers to provide additional engineering support for compliance with Washington’s Clean Buildings Performance Standard (CBPS). The CBPS, created by the 2019 Clean Buildings Act, applies to existing buildings above specified square-foot thresholds and requires benchmarking, audits and energy-management planning.
Alyssa Schaeffer, facilities manager, told the council that four city facilities are affected by the rule: Wenatchee City Hall, the Wenatchee Convention Center (Town Toyota Center), the police department (tier 2 building) and Parkside (tier 2). Hargis Engineers has served as the city’s qualified energy manager and performed benchmarking, energy audits and other deliverables; an additional grant award from the Washington State Department of Commerce will fund the new work that brings the contract above $100,000.
Schaeffer said deliverables for the grant must be completed by December and the additional work will help the city meet the compliance deadline for the first reporting milestone. Councilmember Atkinson moved the approval and Councilmember Eurer seconded; the motion passed by voice vote.
Schaeffer said Parkside already met compliance through benchmarking and did not require a full audit. The amendment allows the city to complete remaining audit and energy-management tasks for the other affected buildings under the Commerce grant funds.
