City accepts $80,000 Ecology grant to build GIS database and outreach for stormwater facility owners

The council approved a Department of Ecology water-quality combined financial assistance grant of $80,000 to develop an owner-facing GIS database and education/outreach materials for permanent stormwater facilities (generally developments one acre or larger).
Stormwater technician Kelsey Grover said a 2023 survey of property owners revealed that people see stormwater facilities but do not always understand ownership or maintenance responsibilities. The grant will fund development of a GIS map-based tool to let property owners identify facilities serving their parcels, plus plain-language fact sheets and coordinated outreach with regional stormwater partners and real-estate stakeholders.
Grover said the grant is provided in full by Ecology and does not require a local match. The council approved the grant acceptance and authorized the mayor’s signature. Staff said the tool will be designed to be user-friendly and to support homeowners, real-estate agents and HOAs responsible for operations and maintenance agreements.
Councilmembers asked whether the work would cover commercial properties as well as residential; staff said the initial survey focused on residential sites but the final product will be expanded to include commercial facilities and private owners.
