Sarah Meitner, executive director of the Heartland Community Foundation and representing the Arc of Central Plains, asked the commission for permission to proceed with Phase 3 improvements at Hays Art Park on Sept. 25.
Meitner said the Arc will prioritize two dedicated courts, a central 30‑foot hexagon picnic pavilion, a garden plaza and related sidewalks and signage. She presented a revised site plan and said the Arc expects to fund the work privately and will not request city dollars. “We have plenty to cover it at the Arc. If something were to pop up, the Arc is also prepared to cover any gaps,” Meitner said.
Parks Director Jeff Boyle answered commissioners’ questions about maintenance and materials. Boyle said the project is designed to be low‑maintenance but noted specific follow‑ups: he will research the performance and upkeep of the proposed playing‑surface boards and confirm long‑term maintenance needs for turf and shelter materials. Boyle said the proposed turf areas will require periodic grooming and that the park’s location away from many trees should reduce debris compared with the existing Art Park playground turf.
Commissioners pressed on long‑term parks maintenance and financing; one commissioner said the larger parks discussion should be addressed at an upcoming retreat. Meitner said the Arc has set up a fund at Heartland Community Foundation to support long‑term maintenance and that proceeds from the Arc thrift store are already being used to support park work.
A motion to authorize the Arc of Central Plains to proceed with the construction of Phase 3 improvements at the Hays Art Park, with oversight provided by the parks director, passed on a voice vote.
