The City Utilities Committee on Sept. 23 approved a retroactive extension and additional funds for a joint-venture agreement with Rockdale Pipeline Inc. and Integral Municipal Services Corp. The amendment extends the contract 18 months, retroactive to April 9, and adds up to $6,443,285.67 for water distribution system rehabilitation and related Hemphill upgrades. The committee vote on the extension was 5-0.
Assistant Commissioner Hugh Smith told the committee the amendment “strictly addressed the distribution side” and that the extension gives the department time to run a procurement process for a new contract. Councilmember Juan asked which portion of the extension applied to distribution work versus other line items; Smith clarified the amendment addresses distribution only.
Separately, the committee considered the EIB Valley of the Hawks constructed wetlands project with the same joint venture. The committee amended the item to add the IPRO report and then approved the amended contract, recorded as 4 yeas and 1 nay. The wetlands project authorization lists a not-to-exceed amount of $11,717,733 and a contract term of 18 months from notice to proceed.
Both items were presented as Watershed Management actions and will be charged to Watershed accounts as indicated in the captions.
