The Atlanta City Council City Utilities Committee on Sept. 23 voted to favorably report Cyril Turner to serve as commissioner of the Department of Public Works. The motion passed unanimously in committee, 5-0.
The nomination came to the committee as a communication from Mayor Dickens; Lashondra Birx, the city’s chief operating officer, urged committee approval, saying Turner’s “extensive leadership experience and proven ability … to drive operational excellence” makes him suited to lead the department. Birx also said Turner would “continue to advance initiatives … to target blight properties and hold owners accountable, organizing community cleanups and addressing illegal dumping.”
Turner described a private-sector career that includes leadership roles at Coca-Cola, Delta Air Lines and service at nonprofits including Year Up and 180; he told the committee he has begun visiting Department of Public Works facilities to learn operations firsthand. Council members asked about morale and staffing; one member asked Turner for schedules on corridor cleanings so they could coordinate nonprofit partners.
The committee’s favorable report advances the nomination within the council process. The committee vote was recorded as 5 yays, 0 nays.
