The Red Bluff City Planning Commission on Sept. 23 approved Use Permit 2025-13 and adopted Resolution 12-2025 to allow a mobile food vendor unit to operate at 257 Main Street.
Tom (community development staff) told the commission the site at the corner of Ash Street and Main Street is zoned C-3 general commercial, which allows mobile food vending to be considered under the Red Bluff Municipal Code. He said the applicant, Alondra Manzo, has the written permission of the property owner, Steve Mendolfo, to use the site.
The permit allows the mobile food vendor to operate seven days a week from 10 a.m. to 8 p.m. Tom said the applicant’s materials show the proposed location meets the city’s spacing criteria, and staff determined a statutory environmental exemption applies so no environmental review is required. “The proposed location meets the criteria that’s outlined in the Red Bluff Municipal Code, and will not be operated within 600 feet of any school or 300 feet of any other stationary mobile vendor,” Tom said.
At the public hearing Alondra Manzo said she plans to serve “Mexican authentic food” and that this is her first time applying for a permit. She told the commission she expects the vehicle to rely on existing street lighting and its own vehicle lighting for evening hours: “This is my first time doing something like this,” she said.
Commissioners asked about parking and site impacts. Tom said parking for the vendor would use angled on‑street spaces on the south side of Ash Street rather than the undeveloped lot itself and that staff did not anticipate an adverse parking impact. He also noted city records show eight mobile food vendors currently operating within the city; approval would increase that number to nine.
Commissioner motion and a second were made and the commission voted to approve the use permit; the recorded roll call indicated approval and the item passed. City staff noted City Council approval is not required for this category of use permit and no additional council action is needed for this permit to take effect.
The commission closed the item and moved on to other business.
