The Cleveland City Council Finance, Diversity, Equity, and Inclusion Committee on Sept. 29 approved an emergency ordinance consenting to Cuyahoga County’s resurfacing of Neff Road and added a section specifying city responsibility for certain pedestrian improvements.
Ordinance No. 1078-2025, as amended at the county’s request, supplements prior authorization for resurfacing by clarifying that pedestrian facility improvements included in the city’s portion of the project — specifically sidewalk and railing work under a railroad bridge — will be funded by the city and that the city’s cost for those pedestrian facility improvements will not exceed $65,000.
City staff said the amendment was requested by Cuyahoga County to make clear the cost-sharing arrangement: the county’s 50/50 resurfacing program handles the paving cost-share, while the city will bear costs for pedestrian upgrades outside the 50/50 split. The committee approved the amendment based on a law department memo stating no legal objection.
Action: Ordinance No. 1078-2025 as amended was advanced and recorded in the committee transcript as approved. The transcript shows the chair reading a law department statement and council members saying the ordinance was fully vetted in municipal services earlier that morning.
