The CRA updated the board on recruitment for its advisory committee (RAC) on Sept. 30 and the board gave staff direction to adjust term lengths and reopen the application window.
Staff said 15 applications were received during the June 5–Sept. 15 period, but seven applicants were ineligible because they live outside the CRA district. Of the remaining applicants, staff identified three eligible candidates drawn from Subareas 4 and 8 and said it could either move forward with those three or reopen recruitment to increase geographic diversity.
Board discussion focused on term length and continuity. Staff proposed a one-year term previously; several commissioners recommended two-year terms with term limits. The board directed staff to change the RAC guidelines to allow two-year terms, limit service to two consecutive terms (a maximum of four years), and stagger terms so not all members' terms expire simultaneously. The board also agreed to remove the previously proposed one-year mandatory wait between terms (so incumbents may seek immediate reappointment at term end) and to reopen the application portal so additional candidates can apply before selections are finalized.
Commissioners emphasized a preference for engaged, regularly attending committee members rather than appointing placeholders for geographic balance. Staff will reopen the application period immediately and expect to place appointments on the October board agenda for a final vote.
