Norwalk exploring creation of a Parks Foundation; consultants invited to propose plan

City staff and council allies reported on Oct. 8 that Norwalk has invited a consultant team to prepare a proposal to establish a Parks Foundation to raise private philanthropic support for parks and recreation.
Committee members said Tom Livingston and others had contacted a consultant team that helped set up and run park foundations in other cities. Committee discussion named consultant Charlie McCain, who has experience running park foundations, and a proposal from that team will be reviewed by the committee and common council before any organizational steps occur.
Stowers and others said the consultants will identify potential philanthropic sources and create a proposal for council review and potential action later in the process. The committee did not vote on establishment of a foundation; staff will return with the consultants’ proposal for discussion and potential next steps.
