Norwalk plans RFP for Cat Pasture Beach concession after current vendor decline

The City of Norwalk will issue a request for proposals for the Cat Pasture Beach concession after the current operator, Clyde Ripka, declined to continue, Parks staff told the Recreation, Parks and Cultural Affairs Committee on Oct. 8.
Robert Stowers said the prior concession arrangement had effectively been month-to-month and that the department has prepared an RFP to be released the week following the meeting. The RFP will solicit proposals from restaurant operators and concessionaires and will ask bidders to include any proposed improvements to the facility.
Stowers said the RFP will remain open for about six weeks to attract a broad response and that the department will request that a successful proposer present plans for operating summer food service during the 2026 peak season even if proposed improvements cannot be completed before summer.
The RFP will be distributed to previous respondents and to other restaurant developers, Stowers said. Staff cautioned that improvements by a new operator may not be finished in time for the 2026 season, so proposals must address how summer service would be managed during construction.
No vote was required. The committee received the update and no objections were raised.
