Norwalk City Pension Board of Trustees on an administrative motion approved seven retirement applications submitted this summer and tabled a cafeteria-worker application pending notification of the union president.
Staff member Steve presented the list of applicants and their requested commencement dates and benefit options, saying the group “has a number of applications, which typically happens when we've had the summer break.” Steve listed the applicants and their service histories, including Alexander Turgis (superintendent of operations, 10 years; commencement 05/01/2025), Mark Matthews (custodian, 13 years; commencement 06/03/2025), Michelle Augusto (paraeducator, 16 years; commencement 06/13/2025), Theresa Laykin (paraeducator, 35 years; commencement 07/01/2025), Yvonne Rodriguez (secretary, 31 years; commencement 06/14/2025), Nilsa Martinez (senior legal secretary, 19 years; commencement 08/02/2025), Barbara Fasenda (nurse, 36 years; commencement 08/15/2025), and Paula Rossi (cafeteria worker, 5 years, 6 months; commencement 09/23/2025). The spreadsheet of applicants was discussed on the record.
Trustee Paul moved to approve the applications excluding the cafeteria worker; a trustee seconded the motion and the board voted in favor with voices of “Aye.” The motion approved the seven specified applications. The board then discussed the Paula Rossi application; a trustee raised concern that customary notification to the union president had not been made. The board agreed to table that application until the union president is notified and either approves or does not respond.
The board also approved the minutes from the June 11 meeting earlier in the session by voice vote.
The trustees recorded no additional conditions on the approved applications during the meeting. Observer Rich Baskin, who identified himself as an observer and said he had not signed his observer form, stated he would “only speak when spoken to.” The meeting closed with routine scheduling notes and a motion to adjourn, which passed by voice vote.
