Norwalk committee says joint-use agreement signed; staff exploring health partnership with Nuvance/Northwell Health

Staff from the City of Norwalk told the Recreation, Parks and Cultural Affairs Committee on Oct. 8 that the joint-use agreement governing school and city facility access has been signed and will now move into implementation and orientation.
Robert Stowers, speaking for Parks & Recreation, said the agreement—previously passed by the committee, common council and the board—had taken time to assemble because it required numerous addenda and a flowchart describing decision principles. “It's been signed now by the mayor. It's been signed by the superintendent of schools,” Stowers said, and parks staff will begin orienting school partners to the terms.
What it does: Stowers explained that the agreement preserves primary school use for school-associated groups (PTAs, contractors associated with schools) while placing Parks & Recreation as the next priority for scheduling and administering third-party recreation programs through the city reservation system.
Health partnership talks Stowers said Parks & Recreation is discussing a possible cooperative agreement with Nuvance Health (also referenced by staff as Northwell Health in committee remarks) to develop a health-focused program. That partnership, Stowers said, would include event participation, health signage in parks and co-hosted programming. Staff described the conversations as early-stage; Stowers said he hopes to present a formal proposal to the committee in November.
No formal action was taken on the health partnership during the Oct. 8 meeting. Committee members were informed of next steps for implementing the joint-use agreement and potential future agenda items.
