Council restores mixed‑use allowance for upstairs apartments in commercial buildings in zoning update

The South Beloit City Council on Oct. 6 approved Ordinance 2868 to amend chapter 118 (zoning) and restore allowance for mixed‑use development — specifically apartments above commercial storefronts — in applicable commercial zoning districts.
City staff said the provision was inadvertently left out of a prior zoning code update and a resident property owner requested the change so an existing upstairs apartment could be reoccupied. Staff told council there are several commercially zoned properties in the city that historically had residential units above storefronts; the amendment would reinstate that allowance across the applicable commercial districts.
Councilor discussion was brief; staff described the change as corrective rather than an expansion of new uses. The ordinance passed on voice/roll-call vote.
