Board hears overview of new state law requiring libraries to adopt collection, program and reconsideration policies

At the Oct. 9 meeting the Norwalk Public Library Board was briefed on Senate Bill 271, legislation passed by the Connecticut General Assembly on May 31, 2025, that the board’s speaker said requires school boards and public libraries to develop three policies: a collection development and maintenance policy, a library program and display policy, and a library material review and reconsideration policy.
Library management (named in the meeting as Vicky, Cindy and Lori) worked with staff to revise the library’s policies to meet the new statutory statements the state expects to see. Board members said the library intends to submit the proposed policies first to the state for review; the board will receive the drafts for review and approval after state review. No motion was taken; the item was presented as informational.
Board members characterized the law as intended to reinforce free-speech protections and said they view policy adoption as a major board responsibility. The meeting record shows staff will circulate the state-reviewed drafts to the board for consideration and formal approval at a later meeting.
The board did not set a date for board approval; the speaker said the state received the draft policies and that the library is waiting for the state’s response before bringing final drafts to the board.
