Weld County commissioners unanimously approved a package of routine contracts, a grant application for security cameras at ballot drop boxes, a temporary road closure for High Plains Boulevard construction and a reclamation collateral bond during a short Oct. 8 meeting at the Weld County Courthouse.
The most substantive items included permission to submit a 2025 State Homeland Security Program (SHSP) grant to reimburse the county for planned upgrades to 24‑hour wireless IP surveillance cameras at ballot drop box locations and approval of a temporary closure of County Road 34 for utility and stormwater work tied to the High Plains Boulevard project.
Why it matters: the grant would reimburse election‑security equipment the county budgeted for the 2025–26 election cycle; the road closure affects local traffic and includes a paved detour for the duration of construction.
Rudy Santos, chief deputy with the Weld County Clerk and Recorder's Office, told the board the county has budgeted equipment for the 2025–26 election years and seeks state reimbursement. "We have been, it has been approved in our budget to upgrade our wireless cameras at our 24 hour ballot box locations. And the opportunity has arisen to submit a grant to recover most, if not all, of the funds that we have budgeted," Santos said. The board voted to authorize the clerk and recorder's office to submit the application electronically.
Amy Muche of Public Works presented the temporary road closure request. She said the closure of County Road 34, between the Interstate 25 frontage road and County Road 13, is requested to begin Oct. 20 and run through Dec. 22 for utility installations, stormwater and culvert work and road construction tied to the High Plains Boulevard project. "The detour for this closure is paved," Muche said, and variable message boards will be used along the detour route for the duration of the closure. The board approved the closure.
Other approved items included:
- A nonfinancial memorandum of understanding (MOU) with Mesa County Department of Human Services to provide reciprocal assistance on conflict‑of‑interest and fraud investigations. Jamie Ulrich, Department of Human Services, described the agreement as nonfinancial assistance between the counties; the board approved Contract ID 9939.
- A facilities purchase and installation contract for carpet replacement at the Weld County Marlborough Building with Tarkett USA Inc. The Facilities Department recommended awarding the cooperative contract through Sourcewell (contract number 061323TFU) at a cost of $91,623.87. Patrick O'Neil, Facilities Department, cited Weld County Code section 5‑4‑80 to support procurement from an approved cooperative contract; the board approved Contract ID 9959.
- Acceptance of collateral tied to grading permit GRD25‑0030 for the North Greeley Sewer Phase 2A project. Dawn Anderson, Planning Services, asked the board to accept a subdivision performance bond (number 108346034) issued by Travelers Casualty and Surety Company of America in the amount of $32,100 to cover reclamation costs required under the county's MS4 permit. The board approved the request.
The board also approved routine items by unanimous voice vote: minutes from the Sept. 24 meeting, certification of three hearing certificates from Sept. 24, the consent agenda and general warrants.
During the public‑comment portion, Commissioner Kevin Ross and other commissioners thanked county staff for the recent State of the County event. "I would just like to take a moment to thank our staff for all their tireless efforts for putting on the State of the County event last night," Ross said. The meeting then was adjourned.
No items were tabled or sent to committee during the session; where votes were recorded, the board approved the motions by unanimous voice vote.
