The Milford Planning and Zoning Board approved a site plan under Conn. Gen. Stat. §8‑30g for a four‑unit development at 249 New Haven Ave (Zone CDD‑4, Map 55, Block 510, Parcel 35) at its Oct. 7 meeting.
Attorney Thomas Lynch presented the application on behalf of property owner Kareem Jaeser. Lynch said the project would retain an existing two‑family house (built about 1900) and add a new two‑unit duplex, creating four units on a merged parcel of about 10,000 square feet. Under the 8‑30g submission the applicant proposed designating two units as affordable — the two units in the existing house — and the duplex would provide two market‑rate units. Lynch said he would amend the affordability plan if required to designate one affordable unit in each structure.
Lynch told the board that the duplex parking configuration provides a total of eight parking spaces (two garage spaces plus six surface spaces) and that the duplex unit design follows local precedents for 8‑30g apartment‑style dwellings. He also said the sewer lateral for the duplex will meet the current standard of 8 inches and that the city engineer requested a concrete apron and possible sidewalk repairs as construction conditions.
The board discussed unit equivalency requirements in the statute and whether an affordable unit should be placed in each building. Lynch agreed to designate one affordable unit in each structure and to submit an amended affordability plan. The board included that requirement in its motion.
Roll call on the motion recorded eight votes in favor and one vote against. The lone no vote was cast by Mister Zaharides. The motion requires completion to the city engineer’s satisfaction of items 1, 2 and 3 in the engineer’s letter to the Planning and Zoning Office dated 10/01/25 and requires one affordable unit in each structure as a condition of approval.
The record notes departmental approvals: the Police Commission reviewed the plans (July 23), the Sewer Commission approved on Aug. 25, and the Fire Marshal issued an approval memo on July 15. The applicant provided an affordability and marketing plan that specified set‑aside units at 60% and 80% of local median income; the transcript reported the local median income used for calculation as $113,000 and stated projected monthly rents for the set‑aside units as $1,388 (60% AMI) and $1,888 (80% AMI). The board did not specify an effective construction start date in the motion.
