The Milford Planning and Zoning Board approved a special permit and coastal area site plan review for renovations and vertical expansion at 31 Cooper Ave (Map 22, Block 458, Parcel 36), the board said at its Oct. 7 meeting.
Attorney Kevin Kersaid presented the petition on behalf of owners Fred and Jennifer Baldieri and said the project is an addition and renovation to an existing FEMA‑elevated house. Architect John Wickow described the work as renovating the first floor, constructing a full second floor and adding a third floor within the roofline; total proposed living area is about 2,574 square feet and the proposed height is 35 feet.
David (staff) told the board that DEEP reviewed the project because the site elevation is below 2.9 feet and that plans had been circulated to the city engineer and the Inland Wetlands Agency. The city engineer recommended clarifications and corrections that could be made conditions of approval. Board members agreed to approve the petition with a motion requiring completion of items 1, 2 and 3 from the city engineer’s letter to the Planning and Zoning Office dated 09/10/25 to the city engineer’s satisfaction.
During roll call, all members present voted in favor. Chairman Keish wished the applicants “Good luck with your project.”
The approval is limited by the engineer’s conditions and the approvals noted from DEEP and inland wetlands; the motion did not set an effective construction start date.
