The commission authorized a peer review of the applicant’s sound mitigation report and agreed to continue the special permit hearing for 284 Duquesne Avenue to the October 22 meeting.
A commissioner said neighbors and the commission would be best served by an independent sound review because the original submittal contained little supporting detail. "I would move approval of the hiring of a consultant, to do that. That is 1 of the major complaints of the neighbors," a commissioner said. Staff recommended AKRF, a firm with prior experience on similar matters, and said AKRF could complete a review before the next meeting for a modest cost to the applicant.
Staff noted the applicant’s sound engineer could not attend the meeting due to a scheduling conflict and that many of the commission’s questions would be addressed during direct questioning. Commissioners also discussed the status of prior violations and whether conditions placed previously would be sufficient going forward; staff said the current application, if approved, would cure the existing violations provided the applicant complies with the conditions going forward.
The commission voted to authorize the peer review (apparent tally 6‑0‑1) and to continue the hearing to October 22 so the applicant and his sound engineer can respond to the peer‑review results and commissioners’ questions. Staff said it would ask the peer reviewer to provide analysis in time for the next meeting and would confirm plantings and other remediation measures already installed.
