The Saint Charles Planning Commission on Oct. 7 voted to approve a final plat of subdivision for Pheasant Run Industrial Park Phase II, submitted by GSI Family Investments of Arizona LLC, clearing the way for a proposed 445,000-square-foot industrial building on land that formerly contained the Pheasant Run Golf Course.
Attorney Marsha Owens, representing the applicant, described the plat as the final subdivision of the previously approved preliminary plan. The proposal covers Lot 1 of the industrial park and incorporates a recently annexed parcel from West Chicago; the annexed land will accommodate detention basins and two access drives to Keele (Keel) Road. Owens said the DuPage Airport Authority will retain an eastern sliver of property abutting Keele Road and will grant off-site access easements so the drives can cross airport-owned land.
Staff said the proposal conforms to the phase-2 improvements and to the traffic study submitted with the preliminary plans. The plat shows detention at the south end of the lot, vehicular and trailer parking areas, and two new access drives to Keele Road. Commissioners asked no substantive questions during the presentation and the commission’s motion to approve the final plat included authorization to resolve remaining staff comments through final plan review.
In roll call on the motion, Commissioners Jeff Funk, Kevin Cooper, Dave Rosenberg, Rita Palitner and Chair Colleen Visa voted yes. The approval is a recommendation to the Planning & Development Committee; staff will ensure resolution of outstanding comments and finalize documentary items associated with the annexation and off-site easement.
The parcel will proceed to the Planning & Development Committee and any subsequent building-permit reviews. The applicant noted that some ancillary documents related to annexation and easement finalization are still being completed and that those items will be addressed prior to final action.
