Commission clears referral for Veterans Park marina replacement; project to rebuild in same footprint with ADA upgrades

The commission voted unanimously to refer the City of Norwalk’s Veterans Park marina replacement project for the 08/24 coastal/site plan review process and related referrals.
Ken Hughes, superintendent of parks and public property for the city, described plans to replace the existing east‑side marina in the same footprint because federal channel limits preclude expansion. "We have been patching the marina for many years… we were lucky to receive an 80% matching SHIP grant, which is gonna pay for a bulk of this project," Hughes said. He described upgrades that include new docks in the same footprint, upgraded water and power utilities, new parking and ADA access.
Hughes told commissioners the contractor will stage materials within Veterans Park on areas north of the existing marina and that the work will be fenced during construction. He said boaters had been notified and most slips were already cleared. The new docks will accommodate larger vessels in four slips (from 18 feet to up to 24 feet) and will add four jet‑ski spaces; no dredging is planned.
Commissioners sought assurances about sediment and erosion controls, noise, staging and the relationship to bridge work. Hughes said staging will remain on park property and the project team will follow the noise ordinance and provide sedimentation/erosion control plans; staff offered to provide standard sediment and erosion control notes to the applicant.
Commissioner Langalis moved to approve the referral and that motion was seconded and approved in a roll call vote with all commissioners voting yes (Mister Williams, Miss Langalis, Miss Lankowski, Mister Kanter, Mister Shulman, Mister Bryce, Miss DeBachnick, Miss Wells). The commission flagged a condition for staff to verify installation of silt/sediment controls during construction.
The application was identified as 202572‑8‑24 CSPR, City of Norwalk, Veterans Park Marina Dock Replacement. Hughes did not propose fueling at the site; when asked, he said, "We are not. No."
