Committee recommends rescinding Nippersink pass-through grant after federal funding pauses

The Planning, Environment and Development Committee on Oct. 7 recommended rescinding a prior resolution authorizing a pass-through grant for a Nippersink-area floodplain assessment after state and federal funding pauses left the project timeline infeasible.
Staff said the county originally committed approximately $76,000 to a pass-through grant for a survey and vulnerability assessment; the project began with kickoff work but funding pauses and a reduced reactivation window left the county with insufficient time to complete the required deliverables before a June 2026 reimbursement deadline. Staff recommended rescission to avoid the risk of having spent partial funds that would not qualify for full reimbursement.
Committee members asked whether prior work could still be used in future watershed planning; staff said earlier survey work and data remain usable and recommended folding the existing effort into a broader watershed planning process instead of pursuing the narrow grant on an accelerated timeline.
The committee asked staff to place a formal rescission resolution on the next agenda so the county board can act.
