The McHenry County Planning, Environment and Development Committee voted Oct. 7 to approve an intergovernmental agreement under which county planning staff will provide zoning and planning services to a neighboring municipality on an hourly-fee basis.
Committee discussion focused on contract terms, staffing capacity and hourly rates. Committee member Paul (name on record, committee member) asked whether hourly figures in the contract include fringe and overhead; staff replied the quoted hourly rates are “all incorporated,” using an example rate of $91.38 that the staff said includes all fringe costs. The agreement contains a 30-day termination provision for either party.
Staff described recent personnel adjustments following a departure and said the department intends to handle the expected workload with existing staff plus a zoning enforcement officer and a planner. Staff emphasized that larger tasks such as annexation agreements would require coordination with the municipality, while routine reports and ordinance-based tasks would be within the county’s scope.
Committee members said the arrangement could help the municipality expedite development review and that the county can scale operations if demand grows. The committee voted to approve the agreement and move it forward to the county board.
