The DuPage County Human Services Committee approved a series of appropriations, contract renewals and intergovernmental agreements at its meeting, including new and increased funding for senior services, energy assistance and homelessness programs.
The committee voted to accept and appropriate $40,250 for the Illinois Association of Community Action Agencies Employment Barrier Reduction pilot program (FIR160125) and to establish the senior services budget with acceptance and appropriation of $8,130,284 from the Aging Program Coordination Unit (FIR15525). Members also approved a modification of Illinois Home Weatherization Assistance Program funding not to exceed $171,394 (FIR15725) and an increase in the Low Income Home Energy Assistance Program (LIHEAP) HHS grant from $3,487,312 to $4,050,265, an increase of $562,953 (FIR15825).
Separately, the committee approved a purchase order renewal for the homeless management information system to WellSky Corporation for up to $64,028.90 (HSP4625), an amendment to the county contract with DuPage Federation for Human Services Reform Language Access Resource Center increasing that contract by $8,500 to a total not to exceed $38,499 (HSCO125), and an intergovernmental agreement to issue payments to energy assistance providers under LIHEAP for $484,140 (HSR1725).
Several DuPage Care Center contracts were approved: a rental and services agreement with Pulmonary Exchange Limited for respiratory care up to $35,000 (HSP4725); housekeeping and cleaning chemicals with HD Supply Inc. not to exceed $189,000 (HSP4825); PointClickCare Technologies software maintenance for up to $302,734.83 (HSP4925); and a camera system installation contract with Xtivity Solutions LLC for $26,270.20 (252392). The committee also approved utility contracts for the county campus: water services with the City of Wheaton for up to $3,152,000 (FMP4625) and sanitary sewer services with Wheaton Sanitary District for up to $1,821,000 (FMP4725).
All motions on the agenda were approved by voice vote or roll call. Committee members asked clarifying questions during several items: one member asked whether the Aging Program Coordination Unit funds were federal or state; staff replied the funds are primarily state program-year 2026 allocations and Medicaid reimbursements. On the DuPage Care Center respiratory contract, staff said the county owns many oxygen concentrators but rents specialized respiratory equipment and services when needed.
