The McHenry County Public Health and Community Services Committee voted Oct. 2 to forward a recommendation to the county board chairman to appoint James Swartout to the McHenry County Mental Health Board for a term running Oct. 31, 2025, through Dec. 31, 2026.
Swartout, who said he has been a priest for about 40 years and holds a master’s degree in social work, told the committee he has an “extensive clinical background” in addiction and behavioral health, has served as a director of addiction services, consults with treatment centers and hospitals, and sits on the Alexian Brothers foundation board. He emphasized work on trauma among front-line workers and described experience developing alumni programs for people in recovery.
Committee members asked about Swartout’s views on funding and administrative structure. When asked whether 708 funds should be used for administration or direct services, Swartout said administration is important for quality oversight but must be aligned with services on the ground so tax dollars are spent wisely. He said he did not have “nuts and bolts” details about current administration but emphasized collaboration and mission-driven oversight.
On attendance and availability, Swartout said he watches board meetings online, attends some board activities and can commit to regular meetings except for an annual February trip to Florida he mentioned. During the interview several committee members thanked him for volunteering and noted his qualifications.
After the interview the committee moved, seconded and voted in favor of forwarding the appointment recommendation to the county board chairman.
The committee did not vote on the final appointment; the action at the Oct. 2 meeting was a recommendation to the county board chairman to appoint Swartout, which the minutes show the committee forwarded.
