The Mount Vernon Board of Estimate and Contracts on Sept. 30 approved a series of ordinances, contracts, payments and settlements, including an amendment to building inspection rules, a property tax refund authorization, a mutual-aid police memorandum of understanding with Westchester County and multiple administrative travel approvals.

The board approved an ordinance to amend legislation governing building safety inspections currently conducted by the city’s third-party consultant; the vote was recorded as Aye by Comptroller Moore, Council president Brown and Pam Patterson Knauer. The board also approved an ordinance authorizing amendment of ordinance number 16 (adopted Sept. 10, 2025) to permit a refund of taxes paid on an incorrectly assessed property for Hudson Greenwich LLC (545 South Fulton Avenue, parcel 169.4-4088-8); Comptroller Martin, Council president Brown and Deah Patterson Howard were recorded as Aye on that vote.

The board authorized a non-binding memorandum of understanding between the city and the Center for Economic and Environmental Partnership, Inc. The board also approved a memorandum of understanding between Westchester County and the city of Mount Vernon to participate in the county’s mutual aid and rapid response plan for police departments (term noted in the agenda as beginning 07/31/2025); the roll call listed Shauna Martin, Council president Brown and Mayor Patterson Howard as Aye.
