County approves right‑of‑entry with Norfolk Southern to study rail corridor and acknowledges transfer of former animal control site

Taylor said the property was in a low‑lying, frequently flooded area and had been discussed previously with the sanitary district; the county’s public building commission is documenting the change and the Ecology Action Center may lease the property for a nominal amount in the future. Taylor emphasized the resolution merely acknowledges the change and does not approve any lease or conveyance.
