The Mission City Council on Sept. 23 voted unanimously to rezone a roughly 30-acre tract at Military Highway and Mayberry Road from Agricultural to Light Industrial and adopted ordinance No. 57 18.
City planning staff said the tract lies adjacent to a proposed battery storage facility and that the future expressway (Loop 365) runs through the property. Staff recommended that, during subdivision, the area identified in gray on the developer’s plans be recorded as a lot of record and left unbuilt so the Rio Grande Valley Regional Mobility Authority (RMA) can purchase it if needed.
The RMA representative, identified in the meeting as Mr. Alfaro, told council that an environmental assessment for this stretch of the future expressway was completed to Conway in 2015 and that an environmental refresher was done in 2022. Planning staff told the council the Planning and Zoning Commission had voted unanimously to recommend approval.
There were no public comments in favor or opposition at the hearing. The council motion to approve carried 5-0 and the ordinance number was read into the record.
The rezoning decision allows the developer to pursue industrial uses on the property; council and staff emphasized the need during platting to preserve the corridor for the future expressway right-of-way so the RMA can acquire the necessary land without requiring demolition of constructed improvements.
No additional conditions, such as specific site development plans or traffic mitigation measures, were recorded on the council motion in the public hearing transcript.
