Council approves bond order to replace Bates Elementary roof after MSBA accelerated repair acceptance

The Salem City Council voted 11-0 to authorize a bond order of $3,618,491 for design and replacement of the roof at Bates Elementary School, a measure required to complete paperwork for the Massachusetts School Building Authority (MSBA) accelerated repair program. Councilor Merkel moved for first passage by roll call and the motion carried.
City officials told the council the MSBA accepted Salem into its accelerated repair program and requires a certified vote on the bond order no later than Oct. 22 to finish the funding agreement paperwork. The city will not borrow the full authorized amount; officials said MSBA reimbursement will cover roughly $2,500,000 of the total project cost and that some prior unspent CIP funds had already been repurposed toward the work. Council staff said the Bates roof is more than 25 years old and has active leaks.
Councilors recorded no amendments. The certified vote moves the project forward; subsequent borrowing actions will follow MSBA and municipal borrowing procedures.
